The big issue is that the Vespa can stop on the road, and when I pull the plug, it's totally wet and sooted, and won't spark, I would clean on the street and it would spark again. The spark plug is brand new, it did this 3 days ago, so I bought another brand new one hoping it would help but same problem. Spark plug is NGK B7HRS. I was thinking that the spark plug is too cold and would get a B6?

That basic specification covers all 2-stroke Vespas from 1946 to 2007 including the long-running P150X (Piaggio’s official model designation was VLX 150 PX) and its variants. In many ways, the P150X was the ultimate “real” Vespa, the culmination of 30 years of active development. The PX’s electric start is just a nicety; any Vespa in good condition will start on the first lazy kick. Essentially a license-built 1965 Vespa VLB 150 Sprint, the Chetak remained in production long after its Italian counterpart, gaining a 4-stroke engine in 2002. Vespa also licensed another Indian company, LML, to produce the P150X, from 1986-on, and it’s still available in the U.S. (except California) as the 150 Stella, imported by Chicago’s Genuine Scooters.

The Vespa P-series was the last of the “classic” Vespas to come out of Piaggio’s factories. Though many of the brand new scooters reaching American shores have a “Vespa” badge, they are cut from a different cloth entirely. Though certainly not the most elegant styling exercise, the P-series Vespas are probably the sturdiest models, and certainly the most commonly encountered Vespa in the U.S. today. Though the P-series is the last of the line, they are still being manufactured new today though it is unclear for how much longer. When that finally happens, for the first time in over 50 years, true classic Vespas will no longer be produced in Italy.

I think you can either get or patch a set of cowls without the holes also. I've seen it done, and it looks slick.
