While some parts are considered wear-parts that need to be replaced due to use, others tend to just rot or get too stiff or otherwise potentially problematic if they aren't used. So any potential buyer is likely going to have to spend a few extra dollars or some maintenance time immediately after getting it. If I was seriously considering buying it, the first thing I would do is get a new battery. Whether or not you have the master brown key is also a huge deal when selling any modern Vespa over 50cc.
