In England, we pay a yearly tax on vehicles based on their emissions and we also have to have a yearly MOT (roadworthy test). My modern vespa is clean enough that it's exempt, but one of my cars no longer is. No tax, no yearly test, free to go in all low emission zones in a cloud of 2 stroke smoke (work that one out?! I undertook my own licence in the UK on my own 125cc automatic. I'm limited to a 125cc automatic.
You have a couple of good reliable scooters so you're looking more at want than need. Riding vintage is challenging and again not for everyone. That's a big part of the fun for me but some people just don't want to work on their scooter. I'm one of those that just doesn't understand the vintage vs modern wars that erupt from time to time. You might hate riding it but you may love it!
There should be a c-type spring clip in that groove. When you back out the nut, it presses against that c-clip and off comes the flywheel. If you don't have that c-clip, then you need to get one. You'll also need a pair of pin pliers, or whatever they're called, to install the c-clip into that groove. The clip must go rounded edge in, sharp edge up, if that makes any sense.
