With 1-channel-ABS, a comparison value is missing when stationary (in this case to the rear wheel). This is only given with a 2-(or more-) channel-ABS (in your example, both sensors would report the same, namely no speed). This is the reason why the Primavera and Sprint ABS flashes when stationary (the same applies of course to all bikes with 1-channel-ABS). That the ABS light flashes when stationary is normal for Sprint and Primavera, since this has in contrast to the GTS only front ABS.With 1-channel-ABS, a comparison value is missing when stationary (in this case to the rear wheel).

However, the Speedo no longer works and the bike will not pass self-test for EFI/ASR.

This would explain the loss of the speedo function and why the abs/asr lights came on. To get to this plug you just need to watch a video on how to remove Vespa GTS body panels by Scooterwest.
