When you press the rear brake pedal, that breaks that circuit and the path through the brake light bulb now becomes the path to ground, so it lights the bulb. That threw me the first time I tried to troubleshoot why my tail & brake light were not working. I opened up the tail light and thought it was mis-wired. I've got it now so that the tail light and the brights (without the pilot bulb) are always on in one switch position, but nothing else in the others. The last setting engages the actual headlight circuit...which is in parallel with the speedo bulb...so make sure your speedo bulb is in there and functional. It's acting as a fuse for the headlight, so if it isn't there the headlight gets too much juice and will pop when you rev up the engine.
