A faulty ignition switch seemed unlikely, but I disconnected the green "kill" wire at the CDI just to make sure. After making all the troubleshooting checks you did, I removed the stator plate under the flywheel, and found that most of the wires to the coils had lost their insulation, especially the green one from the white wrapped ignition charging coil. I end up replacing the entire stator plate, and since then, no more ignition issues. You may want to inspect your stator plate, if it is still the original one, before buying that CDI. This CDI unit fits the later 12 pole ignition system and is Vespa Piaggio part number 642443.

( trust me as a man who's blew out my fair share of them )You CAN test the wires coming off the stator to make sure your pickup coil and so forth are all ok ( some wires have resistance, some don't...don't remember which. Pretty sure white is ground, red is the trigger voltage from the hall sensor and green is the charging coil ). The only real way to do it is buy another CDI ( get a Ducati branded one ...or i've had luck with the ones branded 'mitsubishi' that are also blue ) ...hook it up and see if you get spark.

Also, I have seen in some industrial applications that a circuit can measure the correct resistance, and still not transmit voltage as intended. So after I measured resistance in Ohms, I measured voltage AC. Spark plug (I tried a couple), plug wire, checked for ground-outs in the ignition system and kill switch. Measured resistance as directed by the workshop manual.
